CCHA’s Housing Programs and Projects
Housing Choice Voucher (HCV)
CCHA is allocated 432 Housing Choice Vouchers to serve the housing needs of Carbon County. The HCV Program provides assistance to very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Through this program, participants are able to find their own housing including single-family housing, townhouses, and apartments.

Mainstream Voucher
In addition to the vouchers found under the HCV Program, CCHA is allocated 15 Mainstream vouchers to specifically assist non-elderly persons with disabilities. The Mainstream Voucher Program is subject to the same rules and standards as the HCV Program.

Project Based Voucher (PBV)
CCHA currently has designated 30 of its 432 Housing Choice vouchers as Project Based vouchers. These vouchers are assigned to the Evergreen (Elderly) Apartments Project located in the borough of Weatherly.

Multifamily Housing
CCHA’s current portfolio consists of three Multifamily properties—Gypsy Hill Gardens, Palmer House, and Nesquehoning Elderly—with 138 apartment units offering affordable housing opportunities to qualifying residents.

Public Housing and Single Family Scattered Site Houses
At CCHA, a history of investments has resulted in 153 Public Housing units including 100 elderly disabled units and 53 Single Family Scattered Site units located throughout Carbon County. The current Public Housing inventory consists of 102 one-bedroom units, 25 three-bedroom units, 25 two-bedroom units, and 1 four-bedroom unit.

Additional Housing Opportunities
Through its partnership with the Pennsylvania Development & Management Corporation (PADMC), CCHA manages a number of additional properties with units reserved for use in the HCV Program including mixed income housing solutions.
